Council Briefs

At the Regular Council Meeting on January 27, 2026, Council: 

  • Received the January 2026 update on capital projects, including the Community Hub, Fire Hall, Village Office, and water and sewer infrastructure project;

  • Received an update on funds transferred from the Village’s reserves in 2025 and approved the transfer of $137,1178 from the Accumulated Surplus General Reserve to the Accumulated Surplus Sewer Reserve to resolve a short-term operational deficit;

  • Received report on downtown enhancement and approved a contribution of $100,000 from the Village’s insurance reserve fund to support an application to the Northern Development Initiative Trust for Main Street revitalization grant funding (See the presentation);

  • Approved a new Building Violation Procedure Policy, which clarifies how violations of the BC Building Code and the Village’s Building Bylaw will be reviewed and enforced. The policy establishes clear, consistent expectations for Building Officials and property owners (See the presentation); 

  • Received a report on the West of Main Sewer Main Construction Project (Read the article below);

  • Approved the appointment of Lisa Storoshenko as the Chief Election Officer and Teresa Raphael as the Deputy Chief Election Officer and authorized the Chief Election Officer to appoint additional election officials, as needed, to effectively run the next local general election in October 2026; 

  • Did not approve a motion directing the Chief Election Officer to remove provisions for mail ballot voting from the Village’s Election Procedure Bylaw; staff will return to the next Council meeting with additional information.
     
  • Received correspondence from Meghan Fandrich regarding Interior Health travel funding for Lytton; the Mayor indicated that Interior Health has resolved this issue and will make a presentation at the next Regular Council Meeting on February 10.

Council also released several items from Closed Council Meetings, including:

  • Appointment of Chad Haugen as the Lytton Fire & Rescue Chief;

  • Approval of Christian Ahrenkiel's Lytton Fire & Rescue application;

  • Approval of a contract to December 31, 2026, for Maggie Cross as a Planning Assistant to be funded through the operations budget;

  • Engagement of Jason Robertson and Raven Dunstan to help organize the Official Community Plan (OCP) working groups, funded through the OCP Update budget to April 30, 2026; and

  • Addition of Maggie, Jason, and Raven to the Village’s Municipal Insurance Association of BC policy.

In her Mayor's report, Denise O'Connor:

  • Congratulated Chad Haugen on his appointment as Fire Chief (We will include a profile about Chad in an upcoming newsletter);
  • Expressed appreciation for all of outgoing Fire Chief Kyle Parker's contributions to Lytton Fire & Rescue;
  • Expressed heartfelt condolences on behalf of the Village to Dr. Ruby Dunstan's family and friends. Dunstan was elected in 1983 as the first female chief of Lytton First Nation and served in this role for more than a decade. She was known as a determined, passionate leader and a champion for health and education, and for her contributions to establishing the Stein Valley Nlaka'pamux Heritage Park, and preserving and lifting Nlaka'pamux language and culture.
