Village Update

At their Regular Council Meeting on March 24, 2026, Council:

  • Received the March 2026 update on capital projects, including the Community Hub, Village Office, Fire Hall, and water and sewer infrastructure projects;
  • Appointed Shannon Story as the Chief Election Officer and Lisa Storoshenko as the Deputy Chief Election Officer for the 2026 general local election and authorized the Chief Election Officer to appoint additional election officers, as needed, to effectively administer and conduct the election;
  • Approved a change in the apartment configuration for the second floor of the Community Hub to remove a studio unit and add the square footage to create one accessible one-bedroom unit, resulting in a total of six one-bedroom units, one accessible one-bedroom unit, and, and three two-bedroom units for essential workers;
  • Approved the draft Five-Year Financial Plan 2026–2030 (2026 budget) and directed staff to prepare the 5-Year Financial Plan 2026–2030 Bylaw and 2026 Tax Rate Bylaw based on the plan (See the presentation and article below);
  • Received a report on the essential housing request for proposals and directed staff to start contract negotiations with Lane One and South Pier to construct essential housing on the end of 7th Street (665 Station Road) and 500 Fraser Street, respectively, and start the process to close a portion of the end of 7th Street adjacent to 665 Station Road and bring forward bylaws to rezone each property to low density residential (See the presentation);
  • Received a report introducing two zoning amendment bylaws for recreational vehicles (RVs) and temporary use permits (TUPs) to advance opportunities and accommodate temporary residential and workforce housing (See the presentation) and supported the following resolutions and bylaw readings;
    • Giving first reading of Zoning Amendment Bylaw (Temporary Housing) No.776, 2026, with an amendment to remove section 3.36.1 and directing staff to bring back the revised bylaw for Council consideration;
    • Rescinding the first paragraph of Council Resolution 23-079;  
    • Giving first and second readings of Zoning Amendment Bylaw (Temporary Use Permits) No.777, 2026, and directing staff to schedule a public hearing; and
    • Directing staff to submit a TUP application for an RV park on the southern portion of 45S River Road, north of Lytton Creek, and request Canadian National Railway to amend their lease to permit the RV park use.
  • Received a letter from Thompson–Nicola Regional District about waiving fees for yard waste drop-off, if the Village chooses to host a municipal yard waste clean-up event (We’ll share more details about this later).

Council also released two items from Closed Council Meetings:

  • Approval of a contract extension for James Roe, Jayro Consulting Inc. until December 31, 2026; and
  • Approval of the purchase of 25 and 45 Loring Way for $375,000, plus $44,000 donation receipt, and authorization of the Mayor and Corporate Officer to execute required documents.
