Proposal: Council Procedure Amendment Bylaw No. 772, 2025

In general terms, the proposed amendments include the following:

  1. Committee of the Whole (Section 3.5):

The current bylaw does not permit Committee of the Whole meetings to be independent of the council meeting. The proposed amendment would allow Committee of the Whole meetings to be held independently of regular Council meetings on the first Tuesday of each month at 9:00 a.m., unless otherwise resolved by Council. Meetings may also be convened on an as-needed basis.

  2. Order of Proceedings (Section 3.14):

The proposed revision introduces wording to allow the Corporate Officer to adjust the order and inclusion of agenda items for regular Council meetings without requiring a formal amendment to the bylaw. This change is intended to improve administrative flexibility and meeting efficiency.

  3. Staff Reports and Presentations (Section 3.14(i)):

The existing section will be replaced with a revised list that more accurately reflects the current staff positions and departments that may provide reports or presentations to Council.
